  unknown-template rejection
- pack_registry.py: register_pack_drafts through 036 AgentRuns.Artifacts.Register
  (save_eligible only, safe intended_paths)
- Belief runtime: REASON/REFLECT/EXPLORE (preview_only fallback); audit 0 errors
- 63 scenario tests pass; ruff clean
